Applying for a Permit to Carry a Handgun

Please ensure that you reside within the Town of Clinton.  There are several surrounding municipalities that have a “Clinton” mailing address.  If you do not live in the Town of Clinton we CANNOT issue you a Permit to Carry a Handgun.

The following instructions are the same for the initial and renewal application.

You must apply in person. Please call the Town of Clinton Police Department (908)735-8611 prior to applying. DO NOT JUST SHOW UP.

  1. Complete one copy State of New Jersey Application for Permit to Carry a Handgun, form S.P. 642 (Rev. 01/2023) https://nj.gov/njsp/firearms/pdf/sp-642.pdf   All four references must know the applicant for a minimum of three (3) years prior to the date of the application and may not be related by blood or law.
  2. The application must be notarized.
  3. Submit two color passport size photographs with your application package.
  4. Complete the Consent for Mental Health Search, form SP-66 (Rev. 01/15) https://nj.gov/njsp/firearms/pdf/sp-066.pdf
  5. Copies of your Driver’s license and birth certificate or Driver’s license and Naturalization Paperwork/Green Card or Driver’s license and passport
  6. Written proof of qualification and ownership.
    • Proof of ownership can be a purchase receipt or purchase permit or a notarized letter of ownership listing make, model, and serial number of the handgun(s).
    • Written qualification must be within six (6) months of application and must include Instructors Name and Certification number, make, model, caliber and serial number of handgun(s) you qualified with. The required written firearms qualifications, in accordance with N.J.A.C. 13:54-2.4(B), can be obtained at most firearm ranges throughout the State.   7. Money Order in the amount of $50.00 payable to; “New Jersey State Police” and cash (exact amount), check or money order payable to “Town of Clinton” in the amount of $150.00
  8. All applicants (initial and renewal) for permit to carry a handgun must be fingerprinted. Instructions for fingerprinting will be provided at the time of application.   9. A New Jersey permit to carry is valid for two (2) years from the time of approval.
    • The New Jersey Permit to Carry is valid in New Jersey. It is the responsibility of the cardholder to know if another State has reciprocity with New Jersey regarding concealed carry.

If any of the preceding is not complete or it is incorrect, the application will be returned and you will have to re-apply.
